STEAM PROJECTS IN IMPLEMENTATION FOR CLIMATE CHANGE
Capacity Building and Monitoring Project for Realizing the
Greenhouse Gas National Contribution Target
The "Capacity Building and Monitoring Project
for the Realization of the Greenhouse Gas National Contribution Target",
which was included in the Investment Program within the framework of the
protocol signed in November 2017 to update Turkey's national contribution
target (INDC), submitted to the UNFCCC Secretariat in 2015, continues. The
targets and policies for reduction and adaptation in the national contributions
of the countries that are party to the Paris Agreement will be examined on the
basis of the sector, and guiding evaluations will be made for our country's
policies. In project scope; Preparation of data table templates for each
sector, creation of emission projections and scenario sets, establishment of
data collection infrastructure as an online system, projection studies and
development of scenarios, determination of carbon sequestration potential of
LULUCF sector, creation of a model scenario on the basis of open economy and
drafting of compliance declaration activities such as
Technical Assistance for Development of Analysis-Based Strategy
and Action for Low-Carbon Development
One of the technical projects within the scope of
the Pre-Accession Financial Assistance Program-1 (IPA-1) to the European Union,
“Technical Assistance Project for Development of Analytical-Based Strategy and
Action for Low-Carbon Development” was initiated as of June 7, 2017, and May
2020 It will expire by the end of the month. With the Project in question, it
is aimed to reduce human-induced greenhouse gas emissions by contributing to
global efforts through solution-based fight against climate change, and to evaluate
low-carbon growth opportunities in the waste, agriculture, building and
transportation sectors, and to explore new business areas and innovative
approaches that provide environmentally friendly economic growth. .
The four components within the scope of the project are as
follows;
Component 1: Inventory work and review of current
climate change strategies,
Component 2: Making regulatory and sectoral impact
assessments regarding the EU climate acquis,
Component 3: Determining the reduction costs and
potential of actions related to the building, transportation, waste and
agriculture sectors within the scope of the National Climate Change Action Plan
(UIDEP),
Component 4: In order to achieve low carbon
emissions in the long term, it is aimed to make scenario modeling of greenhouse
gas emissions for the building, transportation, waste and agriculture sectors
and to prioritize action areas.
Training
Project for Building Institutional Capacity on Adaptation to Climate Change
The opening meeting of the project, which aims to increase the
capacity of institutions in Turkey in adapting to climate change in line with
the EU adaptation strategy, was held. In the project where the beneficiary
institution is the General Directorate of Environmental Management, training programs
will be organized for the personnel of the member organizations of the Climate
Change and Air Management Coordination Board to increase the institutional
capacity. The duration of the project, whose contracting authority is the
General Directorate of EU and Foreign Relations of the Ministry of Environment
and Urbanization, is 10 months.
Strengthening Climate
Adaptation Action in Turkey Project
Within
the scope of IPA II program, “Strengthening Climate Adaptation Action in Turkey
Project” is carried out by the United Nations Development Program (UNDP) Turkey
with the co-financing of the European Union and our Ministry. The project
started on 09.10.2019 and the opening conference was held in Ankara on
26.02.2020.
Training Project for Building Institutional Capacity on
Adaptation to Climate Change
Within the scope of IPA II, Training Project for
Building Institutional Capacity on Adaptation to Climate Change has started as
of January 2, 2020.
Capacity
Building Technical Assistance Project for Capacity Building and Transfer on
Fluorinated Greenhouse Gases (F-Gas)
Capacity Building Technical Assistance for Capacity
Building and Transfer on Fluorinated Greenhouse Gases (F-Gas), of which our
Ministry is the beneficiary, was initiated in May 2017 and will be completed in
May 2020. The aim of the project is to increase national capacity to reduce
anthropogenic greenhouse gas emissions and to comply with EU climate policy
legislation, to develop capacity on F-gases and to prepare legislation for
climate change mitigation activities in order to contribute to global efforts
to prevent climate change.

Building Project on updating the Monitoring, Reporting and Verification
legislation (MRD)
The Capacity Building Project on updating the MRV
(Monitoring, Reporting and Verification) legislation, which started in October
2013 within the framework of the bilateral cooperation between our Ministry and
the German International Cooperation Agency (GIZ), continues. The updating of
the "Regulation on the Monitoring of Greenhouse Gas Emissions", the
"Communiqué on the Monitoring and Reporting of Greenhouse Gas
Emissions" and the "Communiqué on the Verification of Greenhouse Gas
Reports and the Accreditation of Verification Bodies" are progressing in
line with the determined schedule. By means of the regulation, which continues
to be updated and entered into force by being published in the Official Gazette
dated 17 May 2014 and numbered 29003; Greenhouse gas emissions, which
constitute approximately half of the national greenhouse gas emissions, have
been monitored by our Ministry since 2015 at the facility level. On the other
hand, within the scope of the project in question, in order to monitor
greenhouse gas emissions originating from the aviation sector, taking into account
the relevant international requirements and the unique conditions of our
country, and examining foreign examples, the greenhouse gas emissions
originating from this sector were examined.The regulation studies for the
monitoring of gas emissions started with the General Directorate of Civil
Aviation. In this context, it is aimed to complete the related draft regulation
work and the data management system specific to the aviation sector in the last
quarter of 2020. In addition to the work carried out specifically for the
aviation sector, the implementation methods and details of the monitoring,
reporting and verification system of greenhouse gas emissions carried out
within the scope of the legislation, which can provide the potential to improve
the data quality, are examined, the preparation of the necessary guides in line
with the good practices in these matters and the improvement of the practice
through training activities. Finally, within the scope of the project, it is
planned to carry out a technical study in order to determine the emission
benchmark values (benchmarks) specific to the activity. Institutional
capacity is being developed for this study and data analysis studies will be
carried out for voluntary sectors and certain product types.
